Industry-Focused Talent Acquisition -With a clear emphasis on technology industrialization, applicants must partner with corporate platforms to submit their applications. Private enterprises account for 72% of these platforms, local state-owned enterprises 21%, and branches of central state-owned enterprises 7%.
Awardees receive the National Talent designation, which is recognized nationwide and carries more weight than provincial-level programs. It offers significant advantages in areas such as talent relocation, research funding applications, and enterprise qualification assessment.

2. Have held a full-time position at an overseas university, research institution, or corporate R&D center (excluding visiting scholar or part-time roles) for at least 36 consecutive months. Exceptional overseas PhD holders with strong R&D capabilities or achievements in critical bottleneck technologies may qualify with 24 months.
3. The 36-month period is calculated as of:     · Round 1: April 20 of the current year
    · Round 2: August 20 of the current year
4. Age limit:     · Round 1: Under 40 as of January 1 of the current year     · Round 2: Under 40 as of August 1 of the current year
1. Hold a doctoral degree in natural sciences, engineering, technology, STEM, or a related field. Candidates must be overseas Chinese, persons of Chinese descent, or foreign nationals.
2. Hold a formal full-time position equivalent to associate professor or above at a top overseas university, research institution, or corporate R&D center (excluding visiting scholar or part-time roles), with at least 36 consecutive months of work experience.
3. The 36-month period is calculated as of:
     · Round 1: April 20 of the current year
     · Round 2: August 20 of the current year
4. Age criteria:
      · Round 1: Aged 40 – 75 as of January 1 of the current year (flexible for key fields)
      · Round 2: Aged 40 – 75 as of August 1 of the current year (flexible for key fields)
5. Master core industrial technologies or possess the ability to resolve product manufacturing process challenges.
1. Hold a doctoral degree in natural sciences, engineering, technology, STEM, or a related field. Candidates must be overseas Chinese, persons of Chinese descent, or foreign nationals.
· Possess internationally leading technologies or technologies that fill domestic gaps;
· Have overseas entrepreneurial experience or have served in mid-to senior-level positions at foreign-funded enterprises;
· Own a product with strong market potential that has secured venture capital investment;
· Applicants must have returned to China for no more than six years, be the principal founder, and hold the largest stake in an enterprise established two to five years ago.

Process 1
Application Materials Submission

5. Bachelor’s, Master’s, and Doctoral degree certificates; for overseas degrees, CSCSE certification is required (exempt for foreign nationals)
6. Evidence of projects led (or participated in) and research achievements
7. Patents and awards (optional, considered a plus)

Selection Stage
Selection Round 1
· Preliminary Matching – October of the preceding year to April of the current year
· Secondary Screening – June to September of the current year
· Final Results – November to December of the current year

Selection Round 2
· Preliminary Matching – June to August of the current year
· Secondary Screening – September to December of the current year
· Final Results – January of the following year

Process 3
Results & Onboarding
Successful candidates will receive an acceptance notice and be granted a 2year consideration period, during which they may complete the relocation and onboarding process.
